Osmanlı İmparatorluğu 16. yüzyılın sonunda doğu ve batı cephelerinde uzun yıllar süren savaşlara girmişti. Uzun savaşlar döneminde (1576-1606) Osmanlı eyaletlerinin malî ve idarî düzenlerinde önemli değişikler meydana gelmişti. Seferlerin finansmanı için eyalet gelirlerinin eksiksiz bir şekilde tahsil edilmesinin gerekmesi eyaletlerin maliyesinden sorumlu mal defterdarlarının iş yüklerini arttırmıştı. Aynı dönemde beylerbeylerinin eyalet birlikleriyle seferlerde olması mal defterdarları üzerindeki denetimin azalmasına sebep olmuştu. Bunun sonucunda eyaletlerin gelirlerini kendi çıkarları için kullanan mal defterdarlarının sayısı artmıştı. Bu çalışmada Diyarbekir mal defterdarı Mahmud Efendi’nin vukuatları incelenecektir. İlk olarak, uzun savaşlar döneminde Diyarbekir eyaletinin mali idaresinde gözlemlenen bozulma hakkında genel bilgiler verilecektir. Bu sayede Mahmud Efendi’nin suça karışmasında eyaletin mevcut mali yönetimi ve önceki defterdarların faaliyetlerinin etkileri değerlendirilecektir. İkinci başlıkta, Mahmud Efendi’nin Diyarbekir mal defterdarı olarak faaliyetlerine odaklanacaktır. Azledildikten sonra hakkında açılan tahkikat sonucunda hazırlanan defter üzerinden Diyarbekir’de karıştığı yolsuzluklar detaylarıyla ortaya koyulacaktır. Mahmud Efendi’nin Diyarbekir eyaletinde nasıl tahakküm kurduğu ve gelirleri ele geçirdiği anlatılacaktır. Üçüncü bölümde, Mahmud Efendi’nin yaptıklarını daha anlaşılır kılmak için bu dönemde mal defterdarlarının eyaletlerdeki düzensizlik ve karmaşada rolü hakkında değerlendirme yapılacaktır.

The late medieval urban order in the two Romanian principalities
of Wallachia and Moldavia underwent two significant transformations
in the eighteenth century, both instigated by princes. Initially, they sought
to reinforce their power and secure the support of the Church and the great
boyars, which led them to sacrifice the towns and take over the land that
surrounded them. The townspeople were directly affected, because this
had an impact on their livelihoods, with some of their sources of income
being drastically diminished or even eliminated. By 1800, however, the
outlook had changed. The influence of the Enlightenment and the French
Revolution altered perceptions and towns began to thrive again.

Denne artikkelen dykker ned i opprinnelsen til Arbëri-befolkningen, med et særlig fokus på de historiske, språklige og arkeologiske bevisene som underbygger teorien om deres illyriske avstamning. Dette synspunktet er anerkjent og støttet i stor grad innenfor albanologien. Artikkelen tar for seg forskjellige historiske perspektiver og utfordringer knyttet til dette spørsmålet, og presenterer både teorier som støtter og de som bestrider ideen om en kontinuerlig kulturell utvikling fra illyrerne til dagens albanere.

Videre vil artikkelen belyse de ulike bidragene fra forskere som har engasjert seg i studiet av denne problemstillingen, og de kontroversene som har oppstått i kjølvannet av deres arbeid. Forholdet mellom illyrerne og Arbëri-folket vil bli analysert i en bredere kontekst, hvor både politiske og vitenskapelige diskusjoner spiller en viktig rolle. Målet er å gi en helhetlig forståelse av de komplekse faktorene som har formet vår kunnskap om Arbëri-befolkningens opprinnelse.

Gjennom en grundig gjennomgang av tilgjengelig forskning og historiske kilder, søker artikkelen å bidra til en dypere forståelse av Arbëri-folkets plass i historien og deres forhold til de illyriske røttene. Every shâhzâdah belonging to the Ottoman dynasty was subjected to a special education in order to have the characteristics of a ruler. Until to the seventeenth century prince who will rule the state in the future has reached a certain age, has taken the management of a sanjak and been assigned here as a sanjak bey in order to gain experience in administration as part of their education. In the sanjaks, the shâhzâdah was accompanied by lalas, who were responsible for his administrative and military education. In addition to the lalas who were next to the prince and were responsible for all kinds of administrative and military education of them, they also had a hodja who was responsible for their cultural education and enabled them to collect various sciences. This hodja, whose duty of teaching continued after the prince, who was his student, ascended the throne, became the hodja of the sultan by taking the title of “hace-i pâdişâhî”. In case of the decedent of the hodja another hodja was chosen among the scholars and this person became the sultan's hodja.
The discovery of the talents of hodjas and were selected them for this task relations such as friendship and special acquaintance established with the palace and its subjects have been effective. However, the scientific levels of the hodjas,various virtues and abilities have also shown an effect on their selection for teaching. This effect was manifested sometimes in a scientific discussion that took place in the presence of the sultan, where hodjas had the opportunity to demonstrate various skills and abilities, and sometimes with the recommendations of the scholars to the sultan.
According to the nature of the teaching position, which is at the head of the scholar class in the palace, the most basic duty was to ensure that the sultan collected various sciences. The authority in question, which is not responsible only for the educating of the sultan, has assumed an undeble function of importance in the education of the scholars who occur of the Ottoman learned class, such as the müderris (the person who carried out the academic activities in the medrese) kadiasker (the chief judges), sheikhulislam (the head of the learned institution) on the one hand, while being engaged in the education of the sultan on the one hand. Another duty of the hodjas was to advise the sultan on almost everything related to the state administration and direct him. As a matter of fact, the hodjas described as “serdâr-ı ulemâ’’ and “müsteşâr-ı umûr-ı dîn ü dünya” (undersecretary in charge of religion and world affairs) in the Code (Qânun-nâmah) of Mehmed the conqueror, with this statement in the Qânun-nâmah, it has been revealed that consultation with them on religious and state affairs is not an arbitrary practice in state administration, but on the contrary, a rule that must be followed. For this reason, with this rank, teachers have become a serious interlocutor of consultation when making decisions in government affairs, and their comments and guidance have been applied in every field of management and politics. As a result of this situation, the relationship of the authority with politics has increased over time and hodjas have gained a very strong influence in the state administration. In particular after the second half of the sixteenth century, the position of hodjas came across in a very different subject and style and took on the identity of an institution that directs the political and administrative life of the state, as well as scientific life.

Badr al Dīn al Ghazīy's rhymed exegesis book of the Quran, titled "Taysīr Al Bayān fī Tafsīr Al Quran", is regarded as one of the most important rhymed forms of exegesis composed in the first half of the 10th century. He began with an interesting introduction that included definitions of several Quranic science terms, and then he presented his perspective on the Istiʿāḏa and basmalla rules. Before proceeding to interpret the Quran in its entirety, beginning with Al-Fatiha and concluding with Al-Nās in eighty thousand lines, as stated at the end of the Naẓm. Despite the fact that this Tafsīr, is one of the largest and most important Rhymed exegesis of the Quran available, it has not been subjected to serious study and is still in manuscript form. This is what prompted me to write about the approach of Imām Badr al Dīn al Ghazīy in his Exegesis. The study consists of an introduction and four chapters. In the introduction the significance of the topic, the research problem of the topic, the method of study, the reasons for choosing the topic, its objectives, and a literature review were discussed. In chapter one, I attempt to provide a political, economic, social, and intellectual overview of Damascus in the 16th century, the era in which the author lived. Also, the biography of Badr al Dīn al Ghazīy and his writings, as well as an overview of his work entitled Taysiru al-Tibyān fi Tafsiri al-Qur'an were given in this chapter. While the second chapter investigates Taysiru al-Tibyān fi Tafsiri al-Qur'an in terms of transmission-based exegesis (Riwāya), the third chapter provides a thorough examination of the Taysiru al-Tibyān in terms independent opinion exegesis (Dirāya). The fourth chapter evaluates the characteristics of Taysiru al-Tibyān in terms of Qur'anic sciences.

The paper revisits the so-called "Çiftlik debate" and whether large farms constituted commercial agriculture. It argues against the current historiographical consensus and demonstrates that, at the very least, the question of agrarian capitalism should remain open. In recent decades, ideas of connectivity, exchange, and a productive and at times conflictive interface between Christians, Jews, and Muslims, have dominated the scholarship on the early modern Mediterranean. One of the phenomena that best embodies these themes is apocalyptic thought and practice. In a recent article, Ottoman historian Cornell Fleischer proposed the idea of a discrete Mediterranean apocalyptic phenomenon in the early modern period.1 Tracing the entangled nature of Muslim and Christian apocalyptic beliefs that circulated after the Ottoman conquest of Constantinople in 1453, Fleischer argued that in the Ottoman-Habsburg rivalry for recognition as legitimate claimants to the world empire of the last age of history, prophecies became central to contemporary understandings of history and politics. Fleischer's analysis centred primarily on the mid-fifteenth to the first three decades of the sixteenth century, after which he sees the apocalyptic phenomenon wane (at least in the Ottoman context). Drawing from Fleischer's proposition, this introduction delineates the main contours of apocalyptic beliefs and practices in the different geographic, cultural, and political areas around the early modern Mediterranean basin: a shared and competing idea of universal empire to which all Mediterranean powers aspired, the conversion of infidels before the End Times, messianism as a political ideal in the figure of a Hidden King, among others, to argue for a veritable Mediterranean apocalyptic phenomenon between the fifteenth (and one could even extend it as far back as the thirteenth century) and the seventeenth and early eighteenth centuries. While it is impossible to cover all aspects of early modern apocalypticism in this essay, this introduction aims to provide a general Mediterranean context in which the apocalyptic texts presented in this volume are to be located.

This chapter follows the careers of two Ottoman chief scribes – Şâmîzâde Mehmed (d.1663) and Râmi Mehmed (d.1708). With only a few decades sepa- rating them, the two Mehmeds occupied the post of the chief scribe (reîsülküt- tâb) which began gaining more relevance in Ottoman politics from the second half of the seventeenth century onwards.

This chapter follows the careers of two Ottoman chief scribes -Şâmîzâde Mehmed (d.1663) and Râmi Mehmed (d.1708). With only a few decades separating them, the two Mehmeds occupied the post of the chief scribe (reîsülküttâb) which began gaining more relevance in Ottoman politics from the second half of the seventeenth century onwards.1 Both Şâmîzâde and Râmi have been noted as critical figures in this transition.2 A perhaps less obvious thing they had in common was their extraordinary political resilience: Şâmîzâde Mehmed and Râmi Mehmed were among the few bureaucrats who steered through the muddy waters of seventeenth-century Ottoman politics and managed -at least for a while -to avoid the political executions that many of their bureaucrat peers faced at the time.3 Even when they were swept away by 1 Reîsülküttâb, literally the chief of the scribes, is the most senior official among the chancellery scribes. Sultan Osman's murder in 1622, the urban and military revolts that jeopardized and abrogated sultans' rules, and the dearth of mature and sane heirs to take up the throne manifested the vulnerability of the Sultanic charisma when faced with an increasingly disgruntled population at the centre and in the provinces. In the meantime, two female members of the dynasty, Kösem Sultan (Sultan Ahmed I's favourite concubine and mother of Sultan İbrâhim and Murad IV) and later Turhan Sultan (Sultan İbrâhim's concubine and Mehmed IV's mother, d.1683) became powerful political figures through the coalitions they formed and the immense personal wealth they used to boost their political alliances. The provincial military governors, who undertook uprisings in the provinces, constantly opted in and out of the political system. Istanbul had its own share of these disturbed times, and witnessed a series of urban riots undertaken by different combinations of guildsmen, merchants, janissaries, cavalrymen and ulemâ. Chronic budget deficits, urban and provincial populations strained by increasingly extractive economic policies and the prolonged conflicts with the Safavids and the Venetians dramatically shortened the careers of the Ottoman political elite. The seventeenth-century grand viziers would occupy their seats for much shorter periods than their predecessors and were often executed or disgraced at the hands of

The Unknown Aspects of the Esma Sultan Mansion in Ortaköy Öz Ortaköy'de yer alan Esma Sultan Yalısı, Boğaziçi yalıları arasında hakkında en az bilgiye sahip olduğumuz yapılardan biridir. Osmanlı tarihi içerisinde hanım sultanların isim benzerlikleri nedeniyle yayınlarda çok sık olarak karıştırıldıkları ve tarihsel olayların akışına aykırı bilgilerle tanıtıldıkları görülmektedir. Esma Sultan ismi de bunlar arasındadır. Ortaköy'de yer alan Esma Sultan Yalısı, Hazine-i Hassa tarafından bir hanım sultan için inşa ettirilmiş bir yapı değildir. Yalı, İstanbul'un en tanınmış tüccarlarından Sarraf Maksud tarafından 1849 yılında inşa ettirilmiştir. 1900 yılında bu ailenin varislerinden alınan yalı Esma Sultan'ın oğullarına tahsis edilmiş, dolayısıyla bu tarihten sonra yapı Esma Sultan Yalısı olarak anılmaya başlanmıştır. Yapının alımından sonra detaylı bir tamiratı yapılır ve bazı ek binalar inşa edilir. Esma Sultan Yalısı Cumhuriyet'in ilanına kadar oğulları tarafından kullanılır. 1924'te hanedanın yurt dışına çıkarılması üzerine yapı satılmış, tütün deposu olarak kullanılmıştır. 1952 yılında Saffet Baştımar tarafından satın alınmıştır. Üst katı marangozhane, alt katı çelik, kömür deposu olarak kiraya verildiği dönemde 1 Mart 1975 günü yanmıştır. Osmanlı Arşivi'nden elde edilen yeni belgeler ile Esma Sultan Yalısı'nın inşa süreci ve kullanımı ilk kez bu çalışmada ortaya konulmaktadır.

As we have seen, the 16th century—one of the brightest periods in Turkish history—was a time when fear of the Turks in Europe transformed into respect, and numerous works based on observations of the Ottoman state and society were published by Westerners. Jean Bodin, one of the great political thinkers of the 16th century, was not only a staunch advocate of absolute monarchy and a major theorist of sovereignty as a component of the modern state, but also stood out for his largely unknown positive views on Islam and the Turks in his writings.
A historical analysis of the Ottoman institutions mentioned in The Six Books of the Commonwealth, which contains Bodin’s political thought and significantly influenced later thinkers on matters of state theory and sovereignty, reveals that Bodin was inspired by Ottoman public law when developing his theory of the sovereign state. Regarding the Ottoman Empire, which he presented as an example of “seigneurial monarchy” as a legitimate form of government, Bodin used highly positive and admiring language for many of its institutions.
By using Ottoman Turkey as an example of comparative political science, Bodin contributed theoretically to the formation of the modern and nation-state model in France, and—through English and German political thinkers—he influenced not only Europe but also the rest of the world.
In Bodin’s political thought, the Ottoman Empire of the 16th century emerges as a stable, powerful, and wealthy model state governed by principles of religious tolerance, justice, and merit. In the context of his state theory, Bodin appears to have been significantly influenced by Ottoman institutions, particularly in the following areas:
• The idea that monarchy is the ideal and natural form of governance;
• The characteristics of sovereignty as absolute, continuous, indivisible, and non-transferable;
• The necessity of centralized authority;
• The need for a trained and disciplined army;
• The requirement of religious tolerance to ensure internal peace and public order;
• And the notion that sovereign authority should be limited by divine and natural law.

U ovom su radu objedinjeni životopisi autora prvih povjesnica o Vojnoj krajini, čiji radovi čine nezaobilaznu „nultu točku” istraživanja osobito u povijesnoj znanosti, ali i u širim društveno-humanističkim znanostima. Rekonstrukcija njihovih života napravljena je na temelju dosad objavljenih podataka u sekundarnoj literaturi, a praznine u njihovim biografijama pokušavalo se, gdje je to bilo moguće, popunjavati pomoću relevantnih mjesečnih vojnih popisa, prateće dokumentacije tih popisa i matičnih knjiga. Najviše su pritom pomogle potvrde o premještaju, koje osim osnovnih podataka o osobnom životu nude i vrlo detaljan pregled napredovanja u profesionalnoj karijeri. Istim je spisima bilo moguće ispraviti i neke pogreške u njihovim objavljenim životopisima koje su se dosad provlačile.

Early modern Istanbul, the Ottoman Empire’s capital, was a major urban center well-known for its large religious complexes and bazaars, a masonry architecture of lead-covered domes still enduring. In contrast, the residential architecture was mostly timber-framed, and due to the material ephemerality in fires, little is known about and left of the city’s residential neighborhoods. This article considers the Phanar waterfront—the neighborhood of a group of Greek Orthodox Christians known as Phanariots—as a significant exception to this urban historiographical enigma. The article visualizes the data on Phanar semi-masonry houses in historical sources with digital three-dimensional (3D) tools as it documents, reassembles, and investigates the neighborhood’s main street. Taking the mid-nineteenth century as a hallmark of reliable representation and diachronic analysis, the article aims to demonstrate digital 3D reconstruction as a scholarly method for documenting and researching lost urban heritage.

Topkapı Sarayı Müzesi Arşivi'nde "TSMA. d. 00034" fon kodu ve "Filori Defteri" adıyla kayıtlı olan bu defter 978-1019/1570-1611 yılları arası harc-ı hassanın altın nev'inden olan kayıtlarını ihtiva etmektedir. Kırk bir yıllık kayıtları içeren bu defterin dört yılı II. Selim, yirmi bir yılı III. Murad, sekiz yılı III. Mehmed ve sekiz yılı I. Ahmed dönemine aittir. Defterin transkripsiyonun ve incelemesinin yapıldığı bu çalışma ile gerek padişahların şahsına ait harcamalar gerekse inama mahzar olanlar hakkında orijinal bilgiler yer almaktadır. Defterde yer alan kayıtlarda padişahların; Topkapı Sarayı dışında geçirdikleri vakitler, kabir ziyaretleri, şehzadelik dönemlerine ait bilgiler, saray bahçesinde verilen ziyafetler, ava gitmeleri, ceyb-i hümâyûn harclıkları, hanedana ait kayıtların yanı sıra sanatkârlara, şeyhlere, kitap sunanlara, hediye getirenlere, cambazlara, matrâkçılara, nakkaşlara, hekimbaşılara, mimariye ait kayıtlar, büyük ve küçük çıkmalarda ve bayramlarda verilen kanun üzere inamlar ile hilat ve kaftanlar gibi çeşitli alanlara dair bilgiler bulunmaktadır. Defter, kapsamış olduğu dönem içerisinde çalışma yapan araştırmacıların istifade edecekleri ana kaynakların başında gelmektedir. Çalışmanın birinci bölümünde defterin fiziki durumu, diplomatik ve teknik özellikleri, transkripsiyonda takip edilen usul ele alınmıştır. İkinci bölümde defterin incelenmesi ve sonuç kısmı bulunmaktadır. Üçüncü bölümde ise defterin transkripsiyonu yer almakta ve sonunda ise ekler bulunmaktadır.

This is a new transcription of about two thirds of the 'Yolcılıḳ Kitābı' (Yolculuk Kitabı), also known as 'Avrupa Seyahatnamesi', written in 1863-65 by the Ottoman physician, historian and politician Hayrullah Efendi (1818-1866). The transcription is based on the original manuscript and corrects a number of mistakes contained in the 2002 edition of the text (published under the title "Avrupa Seyahatnamesi"). It is a supplementary material of my book 'Reiseführer auf Osmanisch' ('An Ottoman travel guide') and is available open access from the publisher's website on https://doi.org/10.1515/9783111408729 (under 'Supplementary Materials').
The 'Yolcılıḳ Kitābı' was intended by its author not as a travel account but as a travel guidebook much like the ones published very successfully at the time by James Murray, Karl Baedeker or Adolphe Joanne.

The culture of each society affects its architecture. Today, despite the advanced technology and information, attention to national and religious culture and rituals has faded and many of these cultures that have their roots in history are being forgotten, so there is a lack of collective cultural-ritual spaces based on the correct principles of Islamic architectural wisdom, which is derived from One of the effective factors is to promote social interactions and in that culture and culture of each region to be conveyed and reminded to the audience, it is considered as a problem in today's world of speed and technology. The objectives of the current research are to improve sociability through the logical analysis of Iran's historical buildings in order to read the effective components in the architecture of collective-ritual spaces based on the wisdom of Islamic art and architecture. The research method is in the form of case studies and logical reasoning and content analysis of the fundamental principles and concepts of the subject in case examples of Islamic social arenas from the perspective of Islamic architectural wisdom teachings; in which national and religious ceremonies are held, and a comparative study of the factors of each was done in the form of tables; In the following, by matching the obtained arguments with the communication analysis of the subject's basics with anthropological and epistemological discussions, the obtained results and solutions were presented together. And the results of the research showed that the fundamental principles and concepts in the wisdom of architecture and Islamic art are the result of focusing on rules and precise theorizing, and according to the beliefs, the

Özellikle Kanuni Sultan Süleyman dönemine odaklanan Fleischer bir tarihçi olarak ününü, XVI. yüzyılın ikinci yarısında yaşamış, dönemin önemli bir edebî ve bürokratik şahsiyeti olan Mustafa Âlî'nin eserlerinden yola çıkarak hazırladığı doktora teziyle kazanmıştır. Fleischer'ın tarihin katı, olgusal yapısının ötesine geçmek ve organik gerçekliği yeniden yapılandırmak fikri bu çalışmasında somut bir örnekliğe dönüşmüştür. Tarihçinin, entelektüel kapasitesi yüksek ve kariyerist eğilimleri fazla olan, çözümlenmesi hayli zor ve kompleks bir karaktere odaklanarak dönemi tanıma girişimi; oldukça tesirli ve aşama aşama inşa edilen bir çalışmanın ortaya çıkmasını sağlamıştır. Bu noktada 1992-1995 yılları arası yaşanan Bosna Savaşı bir d�nüm noktası oldu; savaş uluslararası kamuoyunda, b�lgenin Osmanlı geçmişine olan merakı artırırken trajik bir şekilde, d�neme ait materyal kültürün birçok izini de yok etti. RESUMO: Este artigo analisa o sistema de vinculação a decisões superiores do Código de Processo Civil de 2015. Em que pese o esforço do legislador, o estabelecimento de um rol de decisões pretensamente obrigatórias (art. 927) e o alcance da vinculação desses padrões decisórios ainda ensejam dúvidas e controvérsias. Nesse contexto, propõe-se a analisar algumas razões para a reforma e a regulamentação optadas no código para expor, a partir da doutrina e do cotejo de decisões do Supremo Tribunal Federal, que a noção de precedente é essencialmente qualitativa. Como resultado, aponta-se a inviabilidade de se ver o rol optado pelo legislador como taxativo para decisões obrigatórias, bem como se conclui ser possível a distinção de produtos-judiciais entre teses jurídicas e precedentes, com diferentes elementos vinculantes, os quais podem ocorrer em qualquer decisão da Suprema Corte, podendo ambos serem vistos como fórmulas esclarecedoras do direito vigente, com eficácia obrigatória no Judiciário.

19. yüzyıl boyunca kutupların keşfine yönelik olarak yürütülen çalışmalar ve gelişmeler dünyada olduğu kadar Osmanlı basınında da önemli bir yer tutmuştur. Dönemin gazete ve dergilerinde kutuplarla ilgili çok yönlü haberlere yer vermişlerdir. Haberlerde öne çıkan, detaylarına yer verilen konular arasında bu kutup keşiflerinin başında bulunan seyyahlar hakkında bilgiler, onlara eşlik eden heyetler ve müre ebat, seyahat için kullanılan araçlar, yolculuk maceraları, kutuplara ulaştıklarında karşılaştıkları manzaralar, kutuplardaki yaşam şartları, karşı karşıya kaldıkları zorluklar ve tehlikeler, kutupların keşfinin yara ığı yankılar, bu yolculukların maliyeti ve bu uğurda gösterilen fedakarlıklar yer almaktadır. Bu çalışma 1840-1914 yılları arasında Osmanlı basınındaki ilgili yazılar kaynak alınarak hazırlanmıştır. Osmanlı basınında yazıların yanı sıra kutuplara yapılan yolcukların, seyyahların, seyahat edilen gemi ve balonların ve kutuplarda yürütülen çalışmaların fotoğrafları da bulunmaktadır. Buradan yola çıkılarak kutuplarla ilgili gelişmeler özelinde Osmanlı aydınının dünyadaki keşif ve bilimsel gelişmelere olan ilgisinin tespitine katkıda bulunmak amaçlanmıştır. Ayrıca Osmanlı basınındaki kutup haberlerini ve fotoğrafları inceleyerek Osmanlı'nın konuya olan ilgisini ve bu konuda ilerleyebildiği sınırları ortaya koymayı hedeflemektedir.

The needs that changed and diversified with the political, technological and scientific developments in the 21st century have brought about new risks and threats. New dimensions of security have started to be discussed against newly emerging risks and threats in international relations. Among the new security issues, the sea comes to the fore both as an area of expansion of states and as an area that gains importance in terms of military, energy, economic and ecological (environmental) security aspects. At this point, maritime policies, which have become a geostrategic need for states in regions that have become areas of power struggle due to their geopolitical positions, tend to change and develop too. Today, the Mediterranean is one of the regions where these power struggles take place just like in history. The necessities and basic factors that paved the way for the 15th and 16th century Turkish (Ottoman) domination in the Mediterranean basin, which is the cradle of Turkish seafaring, were evaluated within the framework of sea power theories and the decision-making model put forward within the scope of the study in terms of shedding light on the present day. Objective: In this study, an evaluation from a historical perspective was made based on the analysis model of the maritimization policy, which was formed within the framework of philosophical, cultural and theoretical foundations in the Mediterranean. With this evaluation, the building blocks in the formation of the Turkish maritime policy were tried to be shown. In this study, a qualitative research method was used and a literature review was conducted on the subject. In the light of the historical and theoretical information that was obtained, an analysis of the period, which is the subject of the study, was tried to be made. The necessities and opportunities arising from the external conjuncture in the formation of the Turkish (Ottoman) maritime policy in the 15th and 16th centuries were determined with this study, and accordingly, the abilities of the decision-makers to benefit from these opportunities were shown. In addition, the events that formed the basis of the Turkish (Ottoman) maritime domination and sea power in the period in question were handled from a different perspective; and in this context, the emergence of the Turkish pirates, who constituted the source of the Turkish sea power of the period, and the Christianization policies that Spain applied to the Muslim and Jewish peoples in the Iberian Peninsula were associated. Originality: Within the scope of the study, a new decision-making model has been developed for the formulation of maritimization policies. In addition, the effect of the deportation policy implemented by Spain in the relevant period on the formation of the Turkish sea power was revealed for the first time.

Bu minvalde öncelikle Ali Paşa’nın hayatı kısaca özetlenecek, yeni belge ve bilgiler ışığında paşanın ölüm tarihi hakkındaki bazı hatalar tashih edilmeye çalışılacaktır. Ali Paşa’nın mal varlığına el konulduğu bilinmekteydi. Ancak konuyla ilgili bugüne kadar herhangi bir liste bulunamamıştı. Yine bu çalışmayla birlikte paşanın el konulan bazı malları ortaya çıkarılacaktır.

This study aims to correct some mistakes about Kılıç Ali Pasha’s date of death and to provide information about the cause of his death and his confiscated properties. In this regard, first of all, Ali Pasha’s life will be briefly summarized and some mistakes about the date of death of the Pasha will be tried to be corrected in the light of the new documents and information. It was known that Ali Pasha’s assets were seized but no list could be found so far. With this study, some confiscated properties of the Pasha will be revealed.

This article offers an interdisciplinary analysis of Palestinian economic exploitation of marginal dunefields along the coast of the Southern Levant. It focuses on the agricultural rehabilitation and agrarian development of Rimāl Isdūd (around modern Ashdod) between 1870 and 1948. After outlining the area's long history, and presenting a novel typology of Palestinian sand/dune agriculture, the article sketches the transformation of an area long left in ruins and buried by sand into intensively-cultivated agricultural land during the Late Ottoman and British Mandate periods. It shows how Palestinian inhabitants challenged the ecological limitations of these supposedly marginal, sandy wastes, through their hard-work and determination within changing (and challenging) colonial, demographic and economic contexts.

Based on the content of nine notarial documents from the Archives of the Prefecture
of Lefkada we will try to reconstruct the activities of the merchant Christos
Tzangris. Even before the end of the last Venetian-Turkish war (1714-1718), Tzangris
was in Lefkada, where he practiced his commercial activities. Going to Venice
in wartime, in two consecutive trips (in 1717 and 1718), he managed to make quite
a few profits, as can be seen from his wills. The main feature of Tzangris’ wills is
the offer of liturgical objects or money to churches and monasteries, as well as the
bequeathing of sums of money to distressed people in Lefkada. In conclusion, we
can say that we are dealing with another example of a merchant-entrepreneur from
Epirus, who tried to find his fortune in the Venetian-occupied area, seeking a better
life for himself, but also helping others

This study explores the impact of religious sounds on the historical soundscape of early modern Istanbul, with a primary focus on the adhan and its major counterpart, church bells, as well as the lesser-known naqus, semantron. These sounds, which embodied broader religious, social,
and cultural values, played a pivotal role in daily life and political affairs. By examining how these sounds shaped the urban environment, the study reveals their influence beyond religious functions, extending into the realms of social and political life. As reactions from various communities evolved, the Ottomans employed sophisticated strategies to control and amplify
their sounds, ensuring they resonated throughout the city’s ever-changing landscape.

This article quantitatively examines women's wealth in İstanbul in the first half of the 18 th century, using inheritance records extracted from İstanbul Court Registers. This study aims to analyze the economic status of women and the factors influencing them based on wealth-related data. This study starts with a general assessment of the wealth distribution in İstanbul in the first half of the 18 th century, followed by an interpretation of individual wealth by gender. The present study also tries to explain the gender wealth gap (GWG) by linking it to the sources of women's wealth. Additionally, it attempts to profile wealthy women, examine their wealth sources and components, and assess the relationship between titles and wealth. In the present study, quantitative findings were interpreted statistically, supported by qualitative findings. In addition, Mann-Whitney U and Kruskal-Wallis H tests were applied to determine whether there is a statistically significant difference between gender-wealth, debt-wealth, and title-wealth variables. As a result, it is concluded that women's limited sources of wealth accumulation play a crucial role in creating a gender wealth gap between women and men in highwealth groups; the level of borrowing by gender influences the difference in the gender wealth gap between total and net wealth, and a significant relationship exists between women's title and their wealth.

We know well the key figures of the local Ottoman elite in Hungary, who took their fortune after the fall of Buda and advanced their career in the subsequent decades in the established vilayet. They were the engine of the expansion of the Habsburg–Ottoman confines. Despite the rich archontological data on this first generation of predatory beys of the frontier–including their sons–the fate of their third generation is overwhelmingly unknown. We do not know even now that our study’s leading character, Zülfikar Bey, was Mahmud Bey’s son, and grandson of Bali, the second pasha of Buda. Despite his prominent family background, he was just an average governor of Ottoman sancaks. This study dismantles his family background and follows his military career step-by-step between 1564 and 1595. Then–after a decade-long gap–at the beginning of the next century continues the story of a Zülfikar bey between 1606 and 1618, until he reaches the rank of the pasha of Temesvár. We examine and argue whether these two persons could be the same, that is the grandson of Bali Pasha, or not. Zülfikar’s life story will be followed by his appointments to various Hungarian and Serbian sancaks and by his tezkeres showing his increasing fiefdoms and military merits, collected from the records of timar-bestowal registers (ruznamçe defteris).

Bu çalışmanın temel amacı, Güneydoğu Anadolu'da yer alan Urfa şehri ile ilgili Osmanlı dönemindeki arşiv belgelerini tespit etmek, sınıflandırmak ve bu belgeleri bölümler halinde değerlendirmektir. Bu amaç doğrultusunda Cumhurbaşkanlığı Osmanlı Arşivi'nde elektronik ortama aktarılan belgeler incelenmiş ve Urfa tarihi ile ilgili olanlar tespit edilerek çalışmaya aktarılmıştır. Bölümler halinde açıklanmış olan bu belgelerde Urfa'nın idarî, sosyal, kültürel, askerî, dinî ve ekonomik yapısı hakkında birçok önemli bilgi yer almaktadır. Çalışmanın diğer bir amacı da Urfa kent tarihi araştırmalarında yararlanılabilecek birincil elden kaynakları tespit etmek ve bu kaynakları araştırmacıların bilgisine sunmaktır. Urfa tarihine yönelik daha önce bu tür bir çalışma yapılmadığı için araştırmanın alanda bir boşluğu dolduracağı düşünülmektedir. Çalışmanın başında Urfa ile ilgili kitap ve tez çalışmalarına kısaca değinilmiş ve daha sonra Cumhurbaşkanlığı Osmanlı Arşivi'nde Urfa ile ilgili kaynaklar bölümler halinde açıklanmıştır.
